Local churches carry the mission. National networks coordinate locally. Regional networks strengthen nationally. The Global Covenant Council unites globally.
The Network is organised around a Mother Church–Mission Church model: established churches intentionally send leaders, resources, training and missionaries to establish and disciple new churches, and those churches in turn become sending churches.
Everything the Network does answers to one of three mandates. Each carries its own test — not activity, but outcome.
Mobilise mature churches to send trained leaders and teams to establish healthy churches in strategic communities and nations.
Develop spiritually mature disciples and competent leaders through systematic discipleship, mentoring, ministry training and leadership development.
Develop mature churches that reproduce themselves while remaining connected to one another through the Rebecca Covenant.

Provides overall covenant leadership, governance standards and accountability for the worldwide Network. It does not replace local church leadership; its role is to unite, equip, coordinate and mobilise.

Rev. Kalisa and Adela married in 1960 and have shared sixty-six years of marriage, faith and perseverance. During a period of prayer and fasting in February 1987 they received what first appeared to be a prophecy concerning a last-born daughter named Rebecca, and came to understand it as a covenant identity and a generational mandate entrusted to the family.
Now in their late eighties, they continue to wait faithfully for the fulfilment of that covenant. The Network carries its name because it carries its charge: what is entrusted to one household is meant to reach many nations.
Founder
Born in 1970 in the Nakivale refugee camp in Uganda, during his family's displacement from Rwanda, he began his education under the shade of trees in the Rwamwanja camp. In October 1990 he left formal education to join the liberation struggle, serving through the campaign that ended the 1994 genocide against the Tutsi, in which members of his own family were killed.
Commissioned in 1996, he served for more than three decades and retired at the rank of Lieutenant Colonel, in roles from company commander to staff college faculty and director in the office of the Chief of Defence, including chaplaincy on United Nations peacekeeping operations. Honouring a vow made in April 1991, he was ordained in July 2008 and turned to pastoral ministry and clinical pastoral care.

DMin, DD, BCCC, BCPC. Chairs the Department of Pastoral Care & Education at Hackensack Meridian Palisades Medical Center, where he has served for twenty years, and runs Clinical Pastoral Education programmes in North Bergen and Westwood. Over twenty-five years in clinical chaplaincy, and a CPE Diplomate Supervisor with the CPSP.
Kigali, Rwanda
Came to faith with his family in 1981 and answered the call to pastoral ministry in 2000. Studied Bible and theology at the International College of Bible Theology, Missouri, through its Kampala branch, and took a diploma in leadership at Nairobi Pentecostal Bible College in 2023. Pastor of Revival Foundation International, Rwanda.
Uganda
Born in Masaka, central Uganda. Confessed faith in December 1992 while in Luzira Upper Prison, and was ordained in 1994 to replace his own pastor. Completed certificate and diploma studies in Bible with New Life Correspondence. Founder and overseer of Healing Arena Worship Centre churches in Uganda. Married to Alice, with three children.
Kigali, Rwanda
Converted in 1991, called to serve in 1992 and ordained a full-time evangelist in 1993. Planted many churches in eastern Uganda under the Church of God International. BA in Theology and Biblical Studies from Global University; MA in Christian Leadership from Pan Africa Christian University. Founder of Christian Worship Ministries Rwanda.

Pastor, educator and volunteer hospital chaplain, completing units of Clinical Pastoral Education toward CPSP board certification. More than twenty-five years in public education and thirteen in ministry, currently serving the Hispanic ministry at First Filipino Seventh-day Adventist Church, Plainfield, and as an associate pastor across the Filipino International District.
Kampala, Uganda
Human resource manager and administrator at Ebenezer Fountains International, overseeing financial data, ledgers and reporting for more than fifteen years. Founder of Ebenezer Daughters, which supports mothers and daughters, and a resource coordinator volunteering with Operation Christmas Child under Samaritan's Purse.
